Action Plan of the China-Arab Cooperation Forum (2008-2010)
中华人民共和国和阿拉伯国家联盟成员国（以下简称“双方”），满意地回顾了“中国-阿拉伯国家合作论坛”（以下简称“论坛”）成立以来为深化中国与阿拉伯国家政治互信、促进双方对话与合作，提升中阿关系水平方面做出的积极贡献。
The People's Republic of China and the League of Arab States (hereinafter referred to as "the two sides") reviewed with satisfaction the positive contribution of the China-Arab Cooperation Forum (hereinafter referred to as "the Forum") to deeper political trust, enhanced dialogue and cooperation and stronger ties between China and the Arab states.
双方高度评价《中阿合作论坛第二届部长级会议公报》和《中阿合作论坛2006年至2008年行动执行计划》的落实情况，赞赏论坛框架下第二届中阿企业家大会、第四届高官会、第二届中阿关系暨中阿文明对话会、首届中阿友好大会、首届中阿能源合作大会、首届中阿新闻合作论坛等活动在推动中阿关系方面所取得的积极成果，强调应继续落实上述“公报”和“执行计划”的宗旨和要求，并执行论坛第三届部长级会议通过的文件。
The two sides gave a positive assessment of the implementation of the Communiqué of the Second Ministerial Meeting of the China-Arab Cooperation Forum and the Action Plan of the China-Arab Cooperation Forum (2006-2008). They applauded the positive effect on China-Arab relations of a series of meetings under the framework of the Forum, including the Second China-Arab Business Conference, the Fourth Senior Officials Meeting, the Second Symposium on China-Arab Relations and China-Arab Civilization Dialogue, the First China-Arab Friendship Conference, the First China-Arab Conference on Energy Cooperation and the First Forum on Media Cooperation. They emphasized the importance of continued implementation of the aims and requirements of the aforementioned Communiqué and Action Plan as well as the documents adopted at the Third Ministerial Conference of the Forum.
双方同意，为全面落实上述文件，建设中阿新型伙伴关系，特制定《中阿合作论坛2008年至2010年执行计划》，具体如下：
For the purposes of fully implementing the abovementioned documents and building a new type of partnership between China and Arab states, the two sides agreed to formulate the Action Plan of the China-Arab Cooperation Forum (2008-2010) as follows:
第一条 论坛机制
Article I. Forum Mechanisms
双方强调论坛部长级会议机制、高官委员会机制、论坛框架下各种日常联络机制和现有合作机制对于论坛建设的必要性和重要性，高度赞赏上述机制对于论坛建设所做出的贡献。
The two sides emphasize the necessity and importance of the Ministerial Meeting, Senior Officials Committee, various liaison mechanisms within the framework of the Forum and existing cooperation mechanisms, and strongly applaud their contribution to the Forum's development.
第二条 政治合作
Article II. Political Cooperation
双方重申坚持《中国-阿拉伯国家合作论坛宣言》和《中国-阿拉伯国家合作论坛行动计划》所阐述的原则立场，强调进一步加强政治合作的重要性。为此，双方同意继续加强现有的政治磋商和联络机制，特别是在论坛高官会框架下的政治磋商机制，就双边关系和共同关心的国际和地区问题进行磋商，磋商议题由中国外交部和阿盟秘书处于会前商定。必要时经双方同意可随时举行高官会进行政治磋商。
The two sides reaffirm their commitment to the principled positions set forth in the Declaration of China-Arab Cooperation Forum and Action Plan of the China-Arab Cooperation Forum, and stress the importance of greater political cooperation. They agree to enhance the existing mechanisms for political consultation and liaison. In particular, the political consultations under the framework of the Senior Officials Meeting, whose topics are agreed in advance by the Ministry of Foreign Affairs of China and the Secretariat of the League of Arab States, provide an opportunity for discussing relations between China and Arab states and international and regional issues of common interest. The two sides agree to convene the Senior Officials Meeting for political consultations whenever necessary.
第三条 经贸合作
Article III. Economic Cooperation and Trade
双方对近年来中阿经贸合作取得的进展表示满意，高度评价在中国北京（北京翻译公司）和约旦安曼成功举办的两届中阿合作论坛企业家大会和在中国厦门举办的中阿经贸合作研讨会取得的积极成果。强调应采取措施，努力扩大贸易和相互投资，根据双方现行的体制和法律相互提供更好的市场准入条件，开展经济管理经验交流和中小企业间合作，加强双方在与经贸相关的领域的信息交流与合作。为此，双方同意：
The two sides express satisfaction at the progress in China-Arab economic cooperation and trade in recent years, and give positive assessment of the two successful China-Arab business conferences held respectively in Beijing, China and Amman, Jordan and the Seminar on China-Arab Economic Cooperation and Trade held in Xiamen, China. They call for fresh measures to expand trade and mutual investment, provide better conditions for market access within their respective institutional and legal frameworks, conduct exchanges of managerial expertise, develop cooperation between small and medium-sized enterprises and strengthen information sharing and cooperation in business areas. For these purposes, the two sides agree to:
（一）继续举办贸易和投资促进活动，鼓励双方企业赴对方国家办展或参展，并为此提供必要的信息和便利。中方欢迎阿拉伯国家企业来华参加展览，推介产品。
(1) Continue to hold trade and investment promotion activities, encourage their enterprises to participate in or organize exhibitions in one another's country and provide necessary information and convenience to facilitate these efforts. China welcomes the enterprises of Arab states to promote their products at exhibitions in China.
（二）继续加强双方商务人员往来，并根据双方现行的法律和体制为人员出入境和工作提供相应便利。
(2) Continue to encourage exchanges between businessmen and provide convenience for their entry and exit as well as business activities under existing legal and institutional frameworks of the two sides.
（三）继续加强中阿合作论坛企业家大会机制，第三届中阿企业家大会拟于2009年在中国召开，第四届企业家大会于2011年由巴林工商会在巴林主办。
(3) Continue to strengthen the business conference mechanism. The Third China-Arab Business Conference is scheduled for 2009 in China and the fourth conference will be hosted by the Bahrain Chamber of Commerce and Industry in Bahrain in 2011.
（四）加大投资合作促进力度。双方同意建立轮流举办的投资研讨会机制，并将该机制与中阿企业家大会机制相结合。同时，中方继续在中国厦门国际投资贸易洽谈会期间举办“中阿投资研讨会”，鼓励有意愿的阿拉伯国家承办该研讨会。
(4) Strengthen investment cooperation. The two sides agree to host investment seminars alternately in conjunction with the business conference mechanism. China will continue to host China-Arab investment seminar on the sidelines of the China International Fair for Investment and Trade in Xiamen, and encourages interested Arab states to host such seminar in the future.
（五）推动双方质检、商品标准规范、检疫部门间的合作，建立中阿联合委员会，制定和执行在此领域的共同项目。
(5) Promote cooperation between quality inspection, product standards and quarantine agencies of the two sides, and establish a China-Arab joint committee to identify and implement joint projects in this area.
（六）加强包括双方商会和行业协会在内的中阿经贸组织间的交流与合作。
(6) Strengthen exchanges and cooperation between the chambers of commerce, industrial associations and other economic and trade organizations of the two sides.
（七）鼓励双方海关、税收和工、农业等部门开展多种形式的交流与技术合作。积极推动中国有关部门与阿盟有关专门经济组织间开展合作。
(7) Encourage diverse forms of exchanges and technical cooperation between the customs, taxation, industrial and agricultural departments of the two sides, and actively encourage cooperation between the relevant Chinese agencies and specialized economic organizations of the League of Arab States.
（八）共同努力建立开放、公平、有序的多边贸易体制，改革和改进国际金融体制，保护双方共同利益。
(8) Work together to establish an open, fair and orderly multilateral trading regime and reform and improve the international financial regime, so as to safeguard the common interests of both sides.
第四条 能源合作
Article IV. Energy Cooperation
一、双方强调继续加强能源领域的合作，特别是在互利基础上开展石油、天然气、电力、新能源、可再生能源和替代能源领域的合作。双方支持在上述领域的相互投资，愿为上述领域的共同项目提供便利，并进行在能源及能源相关项目的环保等领域的经验交流和技术转让，研究双方未来就此签署谅解备忘录的可行性。
1. The two sides commit themselves to deeper energy cooperation, particularly in the areas of petroleum, natural gas, electrical power as well as new, renewable and alternative energy sources. They support mutual investment in the abovementioned areas and are willing to facilitate joint energy projects. The two sides will continue to carry out experience sharing and technology transfer in energy projects and the environmental dimension of such projects, and will look into the possibility of signing a Memorandum of Understanding in the future.
二、双方高度评价2008年1月在海南三亚举行的第一届中国-阿拉伯能源合作大会及会上签署的联合声明，决心积极落实会议“联合声明”的宗旨和要求，并欢迎于2010年在苏丹共和国首都喀土穆召开第二届中阿能源合作大会。
2. The two sides applaud the First China-Arab Conference on Energy Cooperation held in Sanya, Hainan Province in January 2008 and the Joint Statement adopted at the Conference, and are resolved to actively implement the principles and requirements of the Joint Statement. The two sides look forward to the Second China-Arab Conference on Energy Cooperation in Khartoum, the capital of the Republic of Sudan, in 2010.
