Action Plan of the China-Arab Cooperation Forum (2008-2010)
第五条 环境保护合作
Article V. Cooperation in Environmental Protection
一、强调双方在环境保护和可持续发展领域进行合作具有重要意义，对双方于2006年6月在中国北京（北京翻译公司）签署的《中华人民共和国政府和阿拉伯国家联盟环境保护合作联合公报》表示欢迎。双方同意建立中阿环境合作机制，由中国环境保护部和阿盟秘书处、阿拉伯国家环境部长理事会负责有关协调工作。就此，双方同意《中华人民共和国政府和阿拉伯国家联盟环境保护合作执行计划（2008－2009年度）》，并积极落实该执行计划中的各项活动，双方欢迎沙特阿拉伯王国承办该执行计划首项活动。
1. The two sides emphasize the importance of their cooperation in environmental protection and sustainable development, and welcome the Joint Communiqué Between the Government of the People's Republic of China and the League of Arab States on Cooperation in Environmental Protection signed in Beijing in June 2006. They agree to set up an environmental cooperation mechanism, whose work will be coordinated by the Chinese Ministry of Environmental Protection and the Secretariat of the League of Arab States as well as the Council of Arab Ministers Responsible for the Environment. The two sides agree to the Action Plan for Cooperation in Environmental Protection Between the Government of the People's Republic of China and the League of Arab States (2008-2009), and will actively carry out activities envisaged in the Action Plan. They are glad that the first of such activities will be organized by the Kingdom of Saudi Arabia.
二、双方愿在中阿环境合作机制下交流有关环境政策和立法经验，开展人员培训，推广与环境有关的技术和产品及交换信息，并在有关国际和地区组织中保持协调。
2. The two sides stand ready to share policy approaches and legislative experience, conduct training, promote environment-related technology and products and exchange information in this area, and maintain coordination in relevant international and regional organizations under the China-Arab environmental cooperation mechanism.
三、双方强调愿意促进在防治荒漠化方面的交流与合作，鼓励双方专家和管理人员互访，交流防治荒漠化立法和执法监督方面的经验。中方愿参与阿拉伯国家生态恢复项目建设，在阿拉伯国家建立防治荒漠化试验示范区，帮助阿拉伯国家建立防治荒漠化体系，保护公路、铁路、绿洲聚居区。
3. The two sides emphasize their willingness to promote exchanges and cooperation in combating desertification, encourage mutual visits by experts and managerial personnel, and share experience in legislative, law enforcing and supervisory efforts against desertification. China is willing to take part in ecological rehabilitation projects in Arab states, set up anti-desertification pilot zones there, and help them establish systems to protect roads, railways and residential communities in oases from this menace.
第六条 农业合作
Article VI. Agricultural Cooperation
一、双方愿加强在农业领域的交流与合作，密切农业高层互访，增加信息沟通，加强在种植业、养殖业等专业领域的专业人员交流，鼓励双方有意愿有实力的农业企业开展经贸合作。
1. The two sides stand ready to expand exchanges and cooperation in agriculture, increase mutual visits between leading agricultural officials, improve information sharing, promote professional exchanges in farming and animal husbandry, and encourage interested and established agribusinesses of the two sides to develop business ties.
二、促进双方农产品贸易，为双方优质农产品进入对方市场提供便利。
2. The two sides will promote trade in agricultural products and provide convenience for the market entry of quality agricultural products from the other side.
第七条 旅游合作
Article VII. Tourism Cooperation
双方对近年来旅游合作取得的进展表示满意，愿继续拓展旅游合作，如鼓励双方旅游部门进行联络、举办旅游推介会、旅游研讨会等；积极考虑将阿拉伯国家陆续列为中国公民组团出境旅游目的地。
The two sides express satisfaction at their tourism cooperation in recent years and stand ready to expand such cooperation. They will encourage contacts between their tourism authorities and hold tourism promotion fairs and seminars on tourism. China will give positive consideration to approving Arab states as destinations for Chinese group tourists.
第八条 人力资源开发合作
Article VIII. Cooperation in Human Resources Development
一、双方对近年来人力资源开发领域的合作表示满意，愿继续加强人力资源开发合作。
1. The two sides express satisfaction with their cooperation in human resources development in recent years, and are willing to strengthen cooperation in this field.
二、中方将于2008年至2010年三年内，在双方商定的领域内，每年为阿拉伯国家培训1000名各类人才。中方将通过中国驻阿拉伯国家使馆及时向各国主管部门发出培训班邀请，以便其通知各有关方面。
2. China will provide 1,000 training opportunities for Arab countries each year from 2008 to 2010 in the fields agreed by the two sides. Invitations to the training workshops will be extended to competent departments of countries concerned in good time via Chinese embassies in Arab countries so that people concerned can be informed.
第九条 文化合作和文明对话
Article IX. Cultural Cooperation and Inter-Civilization Dialogue
一、双方同意继续发展和增进双边和多边文化合作与交流，举办展览、文艺演出、文化日和文化周等文化活动，并认为此活动有利于促进双方人民的相互了解和友谊。双方鼓励中国文化部、阿拉伯国家文化部以及文化机构之间开展交流与合作。在论坛框架内，并配合在北京（北京翻译公司）举办的第29届奥林匹克运动会，2008年6月在华举办迎奥运“阿拉伯之夜”大型文化活动。
1. The two sides agree to continue to develop and enhance bilateral and multilateral cultural cooperation and exchanges, such as exhibitions, cultural performances, cultural days, cultural weeks and other cultural activities, believing that these activities foster greater mutual understanding and friendship between the peoples of the two sides. The two sides encourage exchanges and cooperation between China's Ministry of Culture and its Arab counterparts and cultural agencies. The large-scale cultural activity "Arabian Night" will be held in China in June 2008 within the framework of the Forum and in support of the 29th Olympic Games in Beijing.
二、双方高度评价2006年在中国成功举办的阿拉伯艺术节活动，一致同意建立中阿互办艺术节机制，每两年分别在中国和阿拉伯国家轮流举办阿拉伯艺术节和中国艺术节。由中国文化部、阿拉伯国家联盟秘书处和阿拉伯国家文化部门合作实施。就此，双方对于2008年4月在叙利亚大马士革举办的首届“中国艺术节”及2010年在华举办第二届“阿拉伯艺术节”表示欢迎。
2. The two sides highly appraise the Arab cultural activities held in China in 2006, and agree to set up a mechanism of holding cultural festivals in China and Arab countries, whereby Arab arts festivals and Chinese arts festivals are held alternately in China and Arab countries every two years. The plan is to be implemented jointly by China's Ministry of Culture, the Secretariat of the League of Arab States and cultural departments of Arab countries. Hereby, the two sides express welcome to the first Chinese arts festival held in Damascus, Syria in April 2008 and the second Arab arts festival to be held in China in 2010.
三、双方积极评价2007年12月在沙特阿拉伯王国首都利雅得召开的第二届中阿关系暨中阿文明对话研讨会所取得的成果，高度赞赏沙特国王阿卜杜拉拨冗会见与会代表并发表讲话，对论坛和论坛活动表示积极支持。双方同意努力创造条件落实研讨会最终报告中提及的有关活动和计划，并成立由双方文化事务主管官员组成的工作小组，探讨落实以下建议：
3. The two sides applaud the achievements of the second workshop on China-Arab relations and China-Arab inter-civilization dialogue held in Riyadh, Saudi Arabia in December 2007, and highly appreciate the fact that King Abdullah met and addressed the delegates, expressing his support for the Forum and Forum activities. The two sides agree to create the conditions for the implementation of the activities and plans outlined in the final report of the workshop, and to set up a working group composed of leading cultural officials of the two sides to find ways to implement the following recommendations:
（一）制定中文和阿文各学科重要著作的互译计划；
(1) make plans to translate major Chinese and Arab literature on various disciplines into the other language;
（二）双方在保护历史文化遗产方面开展合作，借鉴中方在这方面的经验；
(2) cooperate in the preservation of historic and cultural heritages, and make use of China's experience in this area;
（三）制定利用先进信息技术将传统文化典籍电子化的行动计划；
(3) formulate an action plan to use advanced information technology to digitalize important traditional and cultural books;
（四）在互联网上建立中—阿电子图书馆，提供有关双方各方面的信息；
(4) set up a China-Arab e-library on the internet for providing information about the two sides;
（五）双方文化组织和机构（作家、出版家协会和文化图书馆）开展合作，制定互访计划；
(5) cultural organizations and agencies of the two sides, e.g. writers' and publishers' associations and cultural libraries, cooperate with each other and make plans for exchange of visits;
（六）在文物挖掘、研究和交流方面开展合作，交流在文化遗产保护和修复、博物馆管理、馆展艺术和博物馆文化活动等方面的经验，开展文物专家、博物馆馆长及文物修复专家之间的互访，交换文物资料、印刷品和纪录片；
(6) cooperate in the excavation, research and exchanges in the field of cultural relics, share experience in the preservation and restoration of cultural heritages, museum management, exhibition of arts, and cultural activities at museums, exchange visits of experts in cultural relics, curators and specialists in the restoration of cultural relics, and exchange materials, literature and documentaries on cultural relics;
（七）相互参加对方组织的文物方面的学术会议，交流在民族文化遗产保护技术方面的经验；
(7) attend academic meetings on cultural relics organized by the other side, and share experience in ethnic and cultural heritage preservation techniques;
（八）欢迎2009年在突尼斯共和国举办第三届中阿关系暨中阿文明对话研讨会，由阿盟秘书处协调确定具体会期和议题，并及时通知中方。
(8) welcome the third workshop on China-Arab relations and China-Arab inter-civilization dialogue to be held in the Republic of Tunisia in 2009, with the Secretariat of the League of Arab States responsible for the specific timing and agenda of the meeting and keeping the Chinese side informed in a timely manner.
