第十条 教育合作
X. Educational Cooperation
一、双方愿充分利用双方的教育经验和资源，加强教育交流和合作，鼓励中阿教育机构，特别是高等院校建立联系，开展联合科研，促进人员往来和学术交流，协商举办中阿大学校长论坛，并逐渐形成机制。
1. The two sides express the willingness to make full use of their educational experience and resources to strengthen educational exchanges and cooperation. Chinese and Arab educational institutions, particularly institutions of higher learning, are encouraged to establish contact for joint scientific research, promote personnel and academic exchanges, and explore the possibility of setting up a forum to be participated by Chinese and Arab university presidents that gradually develops into a mechanism.
二、双方强调，应积极落实已签订的教育合作协定，逐步增加政府奖学金名额，扩大研究生比例，拓展专业领域。
2. The two sides underscore the need to earnestly implement the existing educational cooperation agreements, gradually increase the number of government scholarships in a wider range of academic areas and raise the proportion of post-graduates.
三、大力推广中国的阿拉伯语教学和阿拉伯国家的汉语教学，增加双方汉语和阿语教学中心和院校的数量。
3. Efforts are to be made to promote Arab language learning in China and Chinese language learning in Arab countries, and establish more Chinese/Arab language learning centers and schools.
第十一条 科技合作
XI. Cooperation in Science and Technology
一、促进和加强双方科研机构、大学、高科技企业间的科技合作与交往，包括制定科学研究和技术开发计划。
1. Efforts are to be made to promote and strengthen cooperation and exchanges in science and technology between research institutions, universities and hi-tech enterprises. Such efforts include formulating plans for scientific research and technological development.
二、为双方签署政府间科技合作协定创造有利条件，确立协定的执行机制，重视开展技术转让。
2. The two sides are to create favorable conditions for the signing of scientific and technological cooperation agreements between their governments, establish the mechanism for the implementation of the agreements, and pay greater attention to technology transfer.
第十二条 医疗卫生合作
XII. Medical and Health Cooperation
一、加强医学和医疗培训方面的合作与交流。
1. The two sides are to enhance cooperation and exchanges in medical science and training.
二、双方愿开展在传统医药相关立法和政策的双边合作，通过多种方式交换和共享传统医药信息、加强在新发现传染病和医疗护理等领域的合作与信息交流。
2. The two sides express the willingness to cooperate in legislation and policies related to traditional medicines, exchange and share in multiple ways information about traditional medicines, and strengthen cooperation and information sharing in fields such as newly found communicable diseases and medical care.
第十三条 新闻合作
XIII. Information Cooperation
一、积极推动双方新闻机构之间在新闻、出版领域的合作，鼓励双方大众传媒领域人员通过互访、参加有关国际展览和会议的方式加强交流，为对方派驻记者开展工作提供协助和便利。
1. The two sides are to promote cooperation between their news agencies in news reporting and publishing, encourage their media workers to strengthen exchanges through mutual visits, participation in relevant international exhibitions and conferences, and provide assistance and facilitation to the work of resident journalists from the other side.
二、欢迎首届中阿新闻合作论坛的举办，双方将每两年轮流举办一次中阿新闻合作论坛或研讨会，会议举办时间及地点由双方协商确定。
2. The two sides welcome the first China-Arab information cooperation forum. A forum or workshop on China-Arab information cooperation is to be held every two years alternately between the two sides. The time and venue are to be determined through consultation between the two sides.
三、加强合作，鼓励定期交换音像和文字新闻素材和节目，互派代表团参加对方举办的各种媒体展览和研讨会。
3. The two sides are to enhance cooperation in this field, encourage regular exchange of audiovisual and written news stories and programs, and send delegations to exhibitions and seminars on the media held by the other side.
四、加强中国和阿拉伯国家新闻机构的协调与合作。
4. The two sides are to bolster coordination and cooperation between Chinese and Arab news agencies.
五、加强双方广播、电视台在工程技术、职业技能和语言能力方面的合作。
5. The two sides are to strengthen cooperation in engineering technologies, professional skills and linguistic capabilities between their radio and television stations.
第十四条 议会和民间合作
XIV. Inter-Parliamentary and People-to-People Cooperation
一、双方肯定中国中阿友好协会和阿拉伯国家的阿中友好协会为促进中阿友好所发挥的作用，希望阿盟有关部门进行协调，推动阿拉伯各国推荐合适人选，尽快组成“阿拉伯-中国友好协会”理事会。双方愿认真落实2006年11月在苏丹共和国首都喀土穆召开的首届中阿友好大会取得的成果，进一步完善友好大会机制，支持2008年10月下旬在阿拉伯叙利亚共和国首都大马士革召开第二届中阿友好大会。
1. The two sides recognize the positive role of the China-Arab Friendship Association and the Arab-China Friendship Association in promoting China-Arab friendship, and express the hope that relevant League of Arab States departments will coordinate with Arab countries to come up with appropriate candidates so as to put in place the council of Arab-China friendship association at an early date. The two sides express the readiness to earnestly implement the agreement reached at the first China-Arab friendship conference held in Khartoum, the Republic of Sudan in November 2006, further improve the friendship conference mechanism, and support its second conference to be held in Damascus, the Syrian Arab Republic in late October 2008.
二、双方愿意促成于2009年上半年举办首届“中国-阿拉伯国家友好城市及地方政府大会”，推动中阿双方建立更多的友好城市关系，更深入地开展中阿地方政府之间的交流。
2. The two sides express the willingness to bring about the first conference of China-Arab friendship cities and local governments to be held in the first half of 2009, and promote more twinning cities between the two sides for more in-depth exchanges between Chinese and Arab local governments.
三、双方积极鼓励开展青年、妇女、民间组织间及其他与发展中阿合作有关的机构间的友好往来与合作。
3. The two sides encourage friendly exchanges and cooperation between the youth, women, non-governmental organizations as well as other agencies dedicated to China-Arab cooperation.
第十五条 其他领域合作
XV. Cooperation in Other Fields
双方将根据论坛行动计划规定以及论坛部长级会议通过的其他文件，积极落实其他领域合作事宜，并推动建立其他领域的合作机制。
The two sides will, in accordance with the Action Plan of the Forum and other documents adopted at the ministerial meeting of the Forum, carry out cooperation and promote the establishment of cooperation mechanisms in other fields.
第十六条 其他
XVI. Other Matters
双方将于下届部长级会议期间对本执行计划执行情况进行审议，并确定下一步执行计划。
The two sides will review the implementation of this Action Plan (2008-2010) during the next ministerial meeting, and make plans for the next step.
第十七条 生效及有效期
XVII. Entry into Force and Validity
本执行计划自签字之日起生效，有效期两年。
This Action Plan (2008-2010) shall enter into force on the day of signature and be valid for two years.
本执行计划于二〇〇八年五月二十一日在麦纳麦签订，一式两份，每份均用中文和阿拉伯文写成，两种文本同等作准。
Done in Manama on 22 May 2008 in duplicate in Chinese and Arab languages, both texts being equally authentic.
